For me, Cheers was funniest, but could have been set in many other cities. Mary Tyler Moore was also very good with great stars and writing, but again could ave been anywhere in the midwest. All In The Family was was definitely NYC all the way. Frasier had a good dissection of red-neck and snobbery that exists in Seattle, and hit it on the head.

I'd probably go with Cheers (Boston). The show really did give you a sense for the flavor of the city, whereas Frasier could have been set in New York, San Francisco, Chicago, Philadelphia, anywhere, really.

The Minneapolis of the Mary Tyler Moore Show era doesn't even exist anymore. Nicollet Mall downtown is radically different (although IDS Center still looks exactly the same). Even the Mary Tyler Moore house (where Mary rented an apartment) has been completely remodeled. More interestingly, the high rise luxury condo where Mary moved in later years of the show (Riverside Plaza) is now subsidized housing for Somali immigrants.

In the early 00s when TV Land donated a bronze statue of Mary Tyler Moore throwing her hat in the air on Nicollet Mall, they weren't even sure where exactly to put it because the 1970s scene was almost impossible to determine.

Well obviously they had to put the Space Needle in the show's logo and feature the Seattle skyline out Frasier's window to establish place. Without that, it could have been set in basically any American city with a good number of intellectuals.
