Chicago and New York each seem to have an orbit of satellite cities around them that look to each respectively as "the big city" that's culturally similar to them, but bigger and with more to offer.
Chicago has:
-Milwaukee
-Grand Rapids
-Indianapolis
-MSP
-Des Moines
-Detroit (?)
-West Side of Cleveland
New York has:
-Philadelphia
-Baltimore (?)
-Washington (?)
-Buffalo

A satellite city is one that's economy revolves around and grows from the hub city. It usually defines the culture too. I don't agree with any of your list. NYC has satellite cities but you didn't list them. East side of Cleveland? What?
Rochester is 7 (Buffalo 8.5) hours from NYC, there are many people up there who have never been to NYC, New Haven is a satellite City of NYC, Rochester has nothing to do with NYC, and Cleveland also has nothing to do with either NYC or Chicago.
The only city on this list that makes sense is Milwaukee, which is in day trip territory to Chicago (90 miles) and sufficiently smaller.

It's not about distance, but culture. I can tell you from experience, MSP definitely looks to Chicago as "the big city". I'm pretty sure Indy does too. The East Side of Cleveland looks more to NYC, the West Side looks more to Chicago. I'm not so sure about the other cities.

Buffalo and Rochester are great lakes cities, with a quasi midwestern culture. That culture is nothing like that of NY's southern tier.

Both are Interior Northeastern or Great Lakes(regardless of region) cities. They have ethnic similarities to other Northeastern cities and like other Great Lakes cities in the Midwest, they have a similar density.
