As proposed, I-69 is a stupid idea. Not only does it grossly violate the Interstate numbering code, but it's not even needed in certain areas. On that note, I'm in favor of renumbering certain Interstates. There's no reason why I-49 should be east of I-39, or any segment of I-69 west of I-49.

It's certainly been pretty controversial here in Indiana where they are currently working on it. Once complete, it will basically run diagonal from the southwest part of the state (Evansville) to Indy, where it will (most likely) meet up with I465 to connect to the already completed section of I69 running northeast through Ft. Wayne and then into Michigan. They're still trying to determine the route it will take between Bloomington and Indy (the last leg before completion in our state), and there has been a lot of opposition from environmental groups etc. Environment aside, there are a lot of people who would question the need for an Interstate running through that part of the state, especially when Indiana typically doesn't do a good job maintaining the interstates we already have. I'm not really educated enough on the subject to have an opinion, but I know there are strong feelings on both sides. Not sure of the attitudes from people in other states where it will run, but you bring up an interesting point on the Interstate numbering code. I had literally never thought of that...

And who came up with the fantasy that this particular route "has to be completed the entire way"? There is an urban legend, popular in what's left of the Rust Belt, that there's a giant conspiracy afoot here, but most of it is just the result of an expanding global economy and diminishing physical obstacles. The number involved jut fits in with the "thinking" of the tinfoil-hat crowd.
I don't like the proposal but I hate not seeing finished highways. Unfinished highways are one of my biggest pet peeves and it's extremely common in Connecticut.
