Big metro areas with deep talent, great community and parent support, feeder schools with college connections, and a climate conducive to outdoor activities for most of the year.

It's too fragmented to give a specific in my opinion. Sprint/Relay Track is huge in the South/Southeast with distance events more Pacific Northwest in nature. Field events tend Midwestern/Plains from my experience. Soccer is big in California and the Mid-Atlantic/South. Metro areas like Raleigh-Durham, Charlotte, Atlanta, Houston and Dallas would be fairly good options in my opinion in terms of overall possibilities along with good parental support.
