Which city do you think is the best with these 3: low cost living, job opportunities and culture diversity ?

Do you want to narrow it down a bit? Like by region of the country? Or other criteria that you care about?
There are diverse and affordable cities all over the country. That's a very broad question.

I would say the Baltimore metro area (particularly south of the city) where one can find fairly affordable housing along with plenty of well-paying jobs in most fields and a great deal of cultural diversity.

Houston, Texas. I've lived in Texas for years and Houston is one of the most diverse cities there, is still relatively affordable, and there are jobs.
