My family and i are looking to move out of Arizona and find a small/medium sized town with better weather and a safe place to live. Somewhere where my wife can find work. She is a 20 year kindergarten teacher with her masters degree. Any suggestions would be greatly appreciated.

Too general of a question, tell us about yourself and what you want (weather can't be everything)
And then know that public education in Arizona is at Mississippi levels and is underfunded.

There isn't much better weather anywhere than you'll find in Arizona.
Most states in the East have an overabundance of teachers and a masters degree is common. Maybe it would be better for her to start looking for a job and go from there.
"And then know that public education in Arizona is at Mississippi levels and is underfunded".....apparently you can add most of the country to that list.
If the statistics on the link accurately reflect our collective attitude, it would seem that we just don't care about educating our next generation of leaders.
As for weather, this site will narrow down your choices, based on the weather data points you select.
