We are a mixed family (blasian and Indian) looking to move to a Midwest city or state. We have three kids all who are in their 20s. We want to be in a racially and ethically diverse area or near one. No more than 30 minutes from a lake or river. We are looking for land for sale. About 4-13 acres under $100,000. We don't necessarily want to be in a big city. We would like to be near farmer markets. We want activities such as hiking, kayaking, and boating nearby. Possible military base within an 1.5 hour or government jobs will be great. We want snow but not harsh winter with over 30 inches of snow. We are considered other Christian. But that doesn't concern us as compared to anything else. Any options?
Indianapolis would work perfectly. Crane Naval Center is about 90 minutes south of the city. Many hiking and biking trails within the city and you have the hilly terrain and the Hoosier National Forest an hour south. Land is plentiful and cheap with Indy having the title of the nations most affordable housing market, Farmers markets are available as well with every Wednesday the City Market Downtown having a farm fresh gathering. Winter is mild with an average of 24 inches of snow or less per season but this year we only had 7 inches and no big storms. Lake Michigan is only 3 hours as well as well along with 6 other major US cities within a 5 hour drive or less.
I believe that there is Grissom Air Force Base north of the city as well.
Places like the Quad Cities of IL-IA, which has the Rock Island Arsenal; Omaha/Bellevue NE, which has Offutt AFB; Perhaps around/near Kansas City, which has Whiteman AFB about an hour to the SE and Fort Leavenworth just to the NW; Great Lakes Naval Base is north of Chicago; Scott AFB is on the Illinois side of the St. Louis metro; Fort Riley is just outside of Manhattan KS(which is also home to Kansas State Univ.); Wichita has McConnell AFB and Wright-Patterson AFB is outside of Dayton, among others in the Midwest.

The sticking point with your criteria will most likely come with snowfall amounts as the more progressive areas of the Midwest tend to have moderate to severe winters. If you can get past that places like Ann Arbor or suburban Detroit in Michigan, or around Cleveland in Ohio would be better fits in my opinion.

Finding a diverse community where you can buy 4-13 acres for under $100,000 may be difficult.
Land for $25,000/acre or less suggests a somewhat rural, perhaps depressed area.
Perhaps check out the Zanesville, Ohio, area or other smaller, once industrial cities in southwest Ohio.

Dayton, OH, has a large USAF base. The surrounding area also may fit your needs.
