I agree with Eugene, OR and Santa Barbara, CA. I'd maybe ad Ithica, New York and Chico, CA. These college towns seem to always fit.

Santa Fe, I'd guess that's puny by your standards but it is the 3rd largest art market in the US behind LA and NY.

Santa Fe, NM. It has 6 or 7 museums, a symphony and several other classical music orchestras, an opera, competes in number/volume of art sales with Paris and NYC--dozens of galleries, art fairs, big 3-day ethnic market events in the summers, two higher education arts institutions, two research institutes, several private movie theater/film society venues that are always busy in addition to the commercial movie theaters, and is surrounded by Native American communities that observe their own ceremonial calendar, with certain events open to the public.

All this, in a town of about 70,000.
