Funny that, for the most part, when asking for a listing of cities with good public transportation and X (X could be anything), the list is always the same. Yeah, that's because the only cities with good transit were built long ago. The answer is almost always:
NYC
Boston
Philly
Chicago
DC
San Fran (although San Fran is probably the least hot/humid of all in this discussion)
Good transit and humid weather? The same
Good transit and cold weather? The same
Good transit and delicious tacos? The same
Good transit and good live music? The same
Good transit and closest to the moon? The same
Unless someone is looking for a smaller city with ok transit, the list will always be the same in the USA. Putting transit further down the list of priorities would yield some different cities. For example, LA is building a lot of transit so if you were looking to live around car less it could probably be done in certain places.
Except LA is not at all muggy. It can get up to 90 in the late summer but humid it is not.
It's not really muggy in LA, though there can be some muggy days, but it does get hot in LA. September is the hottest month....LA got up to the high nineties (96-98) a couple of times this past fall.
San Francisco is rarely hot and almost never muggy. I was there in July once and wore a hoodie the whole time.
