Relocating from California (safe area, movies, school)

Hi everyone! I am looking to do some research on the best states/towns to relocate to from California. I am hoping to be able to move within 2-3 years.

I am wanting to move for a few different reasons. One, the cost of living here is getting worse (live in Sacramento). Two, I'm looking for something smaller with less traffic (got rear ended twice within 6 months). Also looking for safe areas with housing prices being around 200-300k. I'd like something diverse ( doesn't have to be as diverse as Cali), with easy access to recreational activities. As far as weather goes, I don't want anything too too hot, and I can deal with a bit of snow but would prefer it be on the mild side.

A bit about me: I'm a 25 year old female working on my masters in higher education, so I'd like to be close to any higher education institutes for jobs. I'm not religious, and I don't have any kids. I love to travel and have lived in England for school, so I know I am able to adapt to different cultures/ways of life. I'm not much into the bar scene, but I enjoy outdoor activities, movies, eating out, etc.

Care about blue or red state? That would impact the type of higher education institutes you seek.

What about the Reearch Triange of North Carolina? Are you willing to live in the suburbs of a larger city? Philadelphia has a number of universities for a city its size and is more affordable than you'd expect.

I would recommend a city like Greensboro NC

It's still a nice sized city (population 230K) with plenty to do, not heavily congested, has a somewhat mild four season climate with little if any snow, a cost of living at or below the national average on varying indices, lots of desirable housing on the lower end of your budget and an excellent masters degree program in Education at UNC-Greensboro.
