The only other American territory that has any chance of becoming a state in the near future is Puerto Rico (and that's a very small chance).

Nothing else in the US territories would be an ideal state, as they'd either be enormous money drains, or too small to be beneficial.

Maybe they are referring to more state divisions, like NorCal/SoCal, Northern Florida vs Southern Florida, East and West Washington, etc.

Also DC might become a state...

The whole point of the District of Columbia was so that no one state would have control of the US Government. If anything, it would make more sense to create a federal district around just the US Capitol, the National Mall and other historic governmental sections of Washington, and retrocede the rest of it back into Maryland.

Purely hypothetical....
DC, Puerto Rico, Guam, Northern Mariana Islands, the U.S. Virgin Islands, and American Samoa become states. That is 56 states. Split CA into 3 parts*. That is 58. Split Texas into 2 parts** that is 60.

*CA: Split into 3 equal parts.

**TX: The eastern border of NM goes down to the Rio Grande and everything west of that is absorbed by NM. Split north and south Texas at 32.001134 degrees latitude.

If we couldn't annex territory:
51. North California (Capital: Sacramento, Largest Metro: San Francisco) split from South California (Capital: Palm Springs, Largest Metro: Los Angeles)
52. Puerto Rico (Capital: San Juan, Largest Metro: San Juan)
53. New Columbia (Capital: Washington, Largest Metro: Washington)
54. North Texas (the border would be extending the border north of El Paso eastward. It splits Midland in half but all the other "big" cities remain intact) (Capital: Dallas, Largest Metro: Dallas), South Texas (Capital: Austin, Largest Metro: Houston)
55. South Florida (extend the northern Palm Beach County border westward to Port Charlotte) (Capital: Palm Beach, Largest Metro: Miami). North Florida (Capital: Tallahassee, Largest Metro: Orlando/Tampa duke it out)
56. Pacifica (Guam, Northern Mariana Islands, American Samoa and all outlying Pacific Islands. Would become the smallest state by population after USVI) (Capital: Hagatna, Largest Metro: Dededo)
57. Virgin Islands (would become the smallest state)
58. Royale (Upper Peninsula of Michigan) (Capital: Marquette, Largest Metro: Marquette)

53. Greenland (Capital and Largest Metro: Nuuk) Rationale: Lots of natural resources
54. French Polynesia (Bora Bora!) Rationale: Bora Bora!
55. Dominican Republic (Capital and Largest Metro: Santo Domingo) Rationale: Beautiful beaches, good MLB players
56. Canada (Capital: Ottawa, Largest Metro: Toronto) Rationale: Lots of resources and water
57. Iceland (Capital and Largest Metro: Reykjavik) Rationale: Beautiful island which would provide a near base to Europe
58. Jamaica (Capital and Largest Metro: Kingston) Rationale: Culturally unique. Lots of tourism potential. Maybe substitute for Costa Rica
59. Free Association 3 (Palau, Marshall Islands, Micronesia) Rationale: Would greatly expand the U.S. hold on the Pacific
60. Belize (Capital: Belmopan, Largest Metro: Belize City) Rationale: Beautiful beaches and ruins

Although I don't think having the Caribbean as part of the US is ideal since Americans already have easy access to these islands. Same for the Free Association 3, where Americans can live there in perpetuity.

Actually there is a movement in the Upper Peninsula of Michigan to separate. However, the name of the state that is proposed in Superior - not Royale. Another name is the one Thomas Jefferson used to refer to the region which is Sylvania. Interesting you stated Royale, just curious why. Perhaps because of Isle Royale National Park?

A nitpick, your math is off. If you add the new territories you mentioned, you indeed get to 56. Splitting CA into three parts gives 58. Splitting Texas into two parts, though, only gives 59, not 60. You only get one NEW state by splitting an existing state into two parts.
