North Minneapolis for the state.
Don't know any dangerous parts of Saint Paul. It feels pretty safe in general, Minneapolis is a lot sketchier in places. I did see a masturbating bum in Saint Paul though, and going blind is pretty dangerous especially when driving.

North Carolina:

Bigger city within the state - Fayetteville
Smaller cities within the state - Lumberton, Rocky Mount

Raleigh: Parts of South East Raleigh and some interior NE Raleigh neighborhoods. it's a very safe city for its size overall.

Apex: LOL...I can't think of any section of this town I'd consider dangerous to be in at any time.

Odessa,Texas.I used to live in Odessa.I was just in Odessa and I felt safe while i was there.I spend a lotta time there.

For Minnesota, North Minneapolis, but nowhere is THAT dangerous. For ND, nowhere is especially dangerous, and I'd say basically everywhere is least safe-ish. There are some mildly sketchy areas in northern Grand Forks and in parts of Fargo though.

For PA, North Philly, although parts of South Philly too (particular blocks east of Grays Ferry, towards Point Breeze, although it is gradually improving, at least on the edges); inner parts of northeast Philadelphia (towards Center City) are also deteriorating. GA: Probably College Park, but parts of Savannah and Macon are also in bad shape.

In the city: Large chunks of North Philly (Nicetown, Strawberry Mansion, Allegheny, etc.)

In the state: Outside Philadelphia, probably Chester. 20 minutes south of the city, and that place is 90% a crime-infested hellhole.

My city doesn't have a particularly dangerous area. There is a poorer section where misdemeanor crimes or more prevalent. The closest well know dangerous area would be the Stop Six district of Fort Worth (West Side).

For PA these cities rough around edges Chester, Reading, Erie, York, Allentown, Lancaster, Wilkes-Barre, McKeesport, Harrisburg


These towns not that bad but can have some rough spots

Wilkinsburg
Jonestown
Williamsport
Coatsville
Hazleton
Norristown
Scranton

In North Dakota I would say the Indian reservations are probably the most dangerous areas.
