I would avoid both of the Portlands if ethnic diversity is important to you. There is little of that to be found in either. Portland Maine is IIRC about 85% non-Hispanic white, and Portland OR about 75% non-Hispanic white. having visited both cities I can attest that the overall vibe in both places is very white --which may or may not feel acceptable to you.
