If you count natural surroundings Salt Lake City cannot be beat. There are 6 ski resorts and endless outdoors within 20 minutes of downtown. Also to mention that downtown has a canyon 3 blocks from the city center.

Easy. Cleveland. The metropark system is one of the best, if not the best, metropolitan park district in the country, a 2015 gold medal winner from National Recreation and Park Association. It has over 22,000 acres under management and is fully supported by non-renewable taxes. The money is always there. In addition, there are 33,000 contiguous acres in the Cuyahoga Valley National Park, a portion of which is co-managed by the Cleveland metropark system.

Minneapolis' park system is amazing. Designed by Horace Cleveland (considered the second best landscape architect, after FLO of course.) Loring Park is a beautiful, urban park that is right next to the Walker Contemporary Art Museum, which has a sculpture garden. There is also Minehaha Park, which has a gorgeous waterfall. Then there are the lakes, many of which have trails going around them. All of the parks are connected by an extremely impressive greenway. I visited MSP for a day and was absolutely blown away.

Minneapolis. I don't think you'll find anything like Minnehaha Park inside a US city that size besides in Minneapolis.
