It's a tough call between Mystic or Portsmouth for me. I feel Mystic might win slightly feel housing is cheaper. Much more to do in Portsmouth where Mystic activities are in and out of the town. Like the casinos or Misquamicut Beach.
Newburyport. It's on the train line into the city, it has a gorgeous downtown, a beautiful beach 5 minutes away, nice schools, a very pretty riverfront - it's really hard to say anything bad about the place.
I'll list some good runners up, too. In no particular order:
Rockport, MA (also on the rail line).
Manchester-by-the-Sea, MA (same; plus, who doesn't love that English-sounding name?).
Newport/Jamestown, RI (swanky - great if you can afford it [and find work]).
Stonington, CT (like Mystic but fewer tourists).
Kennebunkport, ME (fantastic).

I gotta go with Newport here. It's just the total package -- the mansions and the history clinch it. But also love Portsmouth, Portland, Rockport, Mystic, Stonington and Provincetown. Others that nobody has mentioned yet: Westerly (mentioned in passing as the home to a good beach outside Mystic, but also a great town by itself), Salem, Plymouth.
