That seems somewhat arbitrary. This is the first time I've ever heard anyone say the Soitheast only consists of the Southern states that border the Atlantic Ocean. Excluding TN, AL, and MS at the very list is pretty weird to me.

And Arkansas is? At least West Virginia is only one state away from the Atlantic. You could probably get from West Virginia to the Chesapeake Bay in a little under two hours. Arkansas is two states away from the Atlantic and one from the Gulf Coast.

The southeast for me is:

Virginia
Tennessee
North Carolina
South Carolina
Georgia
Alabama
Mississippi
Arkansas & Louisiana I'm on the fence about...

I think it's interesting how many people want to end the Northeast before you get to Buffalo, but are willing to extend the southeast west of Chicago. Arkansas, Tennessee, Kentucky and the gulf states are clearly the SOUTH, just not the Southeast.

That's because the words "northeast" in particular has come to not just be a statement of geography, but to represent a region. Same is true for southeast but to a lesser extent. Just like much of what we think of as the "midwest" is actually in the eastern half of the country, if you looked purely at geography
