Edit: If there's any accuracy to the data in this list (also not sure how old this is), I think Austin and Seattle would be great choices comparing average starting salary of police officers to city average salary. With Texas cost of living, I'd give the edge to Austin.
That talks about COL and salary, but it doesn't mention how much officers in those cities actually enjoy their jobs. The people you deal with on a daily basis can make you hate your job.

In addition to this the lack of a street grid, tight and winding streets, and neighborhood tribalism, can make for lots of hiding spots and extremely difficult pursuits. They are also under constant pressure of a race-based quota system.
But they get paid well so it all evens out. Also many of them just show up to work to get paid and dont care that much about the criminals. There are cops who chase and then there are cops who just sit in their cars.
