Detroit is the second highest in terms of attendance not far behind league leading Chicago, but is half the size in terms of population. Based on that I would give Detroit the win based on density.
Although it pains me to say it, I would say Philly wins here. Detroit isnt far behind, but most of the fans are suburban. I know hockey is big in Chicago, but it wasnt until the Hawks were Cup winners that the fans came out of the woodwork (read: BANDWAGONERS).
It is 100% Boston. It has about 1/3 of DI hockey schools within 3 hours drive. (RPI, AIC, Brown, Providence, UConn, UNH, UMaine, Dartmouth, UMass Amherst, UMass Lowell, Boston College, Boston University, Quinnipiac, Yale, Merrimack, Harvard, and Northeastern Holy Cross, and Union College)
Boston hosts the Hockey East Championships and the Beanpot every year, as well as it has the Bruins.
HS Hockey is big in Mass, while nearly none existent in Pennsylvania.
Maybe Bruins=Flyers, but Hockey in Boston>Hockey in Philly
Look at the 3 M's, Massachusetts, Michigan and Minnesota, and throw in Buffalo for good measure.
Basically if area colleges don't offer Broomball as an intermural, its not a Hockey Town
