In your opinion which Central City and its surrounding municipalities do the best as operating as one unified region rather than fragmented governments with competing interests?

Some categories to take into account are transportation, the sharing of resources i.e. water, job creation etc.

DC is a good example I think, but it's somewhat of a special case.

I would say Denver as a result of its FasTracks rapid rail system. The entire metro area is the most isolated (along with smaller SLC) in the nation, so they often, perhaps, psychologically have to pull together and with FasTracks, the entire metro area decided to tax itself (and create P3 relationships) to raise billions for improved mass transit. I've never seen anything like this in terms of such cooperation. Metro Denver should be held up a shining example. Most U.S. cities (and regions) squabble over limited resources, which is why our cities seem generally sprawling and dysfunctional compared to practically every industrialized nation.
