Which has a more significant east/west split: the Dakotas or Montana? (versus)

The Dakotas. Here, the East/West split is the difference between Midwestern farming territory and Western cattle ranching. Humid versus semi-arid. The change is very noticeable as soon as you cross the Missouri River. In Montana, the big difference is that the eastern part of the state is much flatter than the western part. It all feels Western, though.
In South Dakota, there is a big East River versus West River rivalry.

Are there strong ties between eastern Montana and western North Dakota?
I don't really know. I assume there's a similar feel (I've not been to North Dakota), and both areas have low population. I would guess eastern Montana would have stronger ties to North Dakota than western Montana. I can tell you that the western part of South Dakota (at least the Black Hills area) definitely has stronger ties to Wyoming and the west, more than Sioux Falls and the Midwest. The entire state gets lumped in with the Midwest for census purposes, but there's not very much that's Midwestern about Rapid City.
The eastern third of Montana is really thinly populated, even compared to western North Dakota which at least has Williston, Minot etc.
