Once you get past, say, Cookeville or so, Tennessee starts flattening out fast, and the mountains in TN are not as nice as in WNC. NC wins the mountain race. For the state, it's a toss-up between VA/TN overall.

North Carolina is gonna take this. Highest mountains on the east coast and some of the most gorgeous lighthouses and beach towns.

There are some pretty mountains in VA along the Shenandoah. Once you get close to Kentucky, I don't like it.
