If Jacksonville doesn't have the most, then it's gotta be close. At least one third of the "city" is semi-rural. Here's a county map, and as we all know, the city and county borders are one and the same, save for the small strip along the ocean where Jax, Neptune and Atlantic Beach are.
Everything east of that 295 loop is basically the boonies. Same with most of the area north of the loop. And portions of the rest (inside and east of the loop) are kind of undeveloped as well, though that has been quickly changing.
Virginia beach is weird, Even though it's one big spread out city it basically functions as it's own county. Those place you linked are actually classified as rural.
Pittsburgh for sure. There are areas in the slopes where you think you slipped into a small West Virginia enclave.
