Yes, New Mexico.

So many states and Canadian provinces license plates are boring,
white with blue or black numbers/letters.

New Mexico plates stand out. I can spot them a mile away.

Don't ever change them!

I like Utah's "Greatest Snow on Earth" license plate too:

California's 1980s era plate with the Art Deco lettering, sun on the horizon, and "The Golden State" nickname on the plate is a classic oldie but goodie:

Mississippi's previous license plate that was issued after Katrina with the Biloxi Lighthouse is another favorite of mine:

The current Alabama license plates seem to commemorate the mountains, but I like the previous version that commemorates the coastal areas due to the color scheme:

I like North Carolina's license plate though my all time favorite license plate was New York's Empire State plate.
