So, even though I do not live in the State, I think Maine has the coolest plates. They have a variety of scenes and themes including Lobsters, Chickadee On a Pine Bough, Moose, Loons, Bears, Moose And Salmon Together. The best artistry, variety and imagery IMO. The link below is the Google image page for Maine plates, you can even change the image category by clicking the selections in the colored boxes at the top if you choose.

I like the turquoise plates that New Mexico issues.

Arizona plates are good looking and readable. Florida plates are cluttered looking, they were better in past years.

The Southwest plates stick out in my mind also, and color, artistry, composition wise they may be the best singular plates. I do not know what variety of plates they have, however, so for now I'm sticking with Maine for overall variety.

I guess we could go worldwide, or maybe separate favorites for the U.S., Canada, the World, and an overall favorite. Subcategory may be singular plate and best overall variety of plates.

I like Oklahoma and Texas. New Jersey's and Ohio's are meh.

Maine, Texas, and Wyoming for me. Where I live in CT, our license plate hasn't changed in over 15-20 years. It was all dark blue at one point. I hate the new NY license plates since the older Statue of Liberty one was much more unique.

Florida's plates look as if they were designed in MS Paint with WordArt to type out the state name:

I currently live in in Maryland and they just issued new plates that emphasize it's state flag, which is a relatively well-known flag and a strong part of brand identity for the state. It was modeled after the 1986 plate, which had the state flag, but was a lot more clean and simple. However, I think the new plate is cluttered and busy:
