If you have the neccessary documents, do people do this? School registration requires a utility bill and mortgage statement. If I offer free water at the investment property to the tenant, then on paper the child lives there even though the child lives in an area zoned for another school in the same district. Obviously the child will need to be driven to and from school. But is this something people do to get their kids into better schools?

Yes, and they are often caught,

The schools look both physically and with databases for students who come from outside the district/school feeder zones. Some Give a bounty for others to "Turn You In".

(Out of Tax Distinct) Some are just kicked out, Most get bills ($12 -15K per year per child) , a few get criminally prosecuted.

(Within Same Tax District) Most allow you to request a out of sending area placement. Going to "Wrong" school will result in just the moving of the student to the correct school. And you will never get approved for a out of sending area if/when you do apply.
