To save myself some time I'll do the worst of out these

Worst Economy - West Virginia
Worst Parks - Mississippi
Worst History? - Mississippi
Scenery - Louisiana
Education - Mississippi
Weather - Texas or Oklahoma
Sports - tough but I'm going to guess West Virginia
COL - depends on how much you make so there is no "worst"
Things to do - Mississippi
Infrastructure - Oklahoma

Except for cost of living and maybe weather, Texas is best in every other category. Possibly a toss-up with North Carolina in education, though.

I think the four worst are Oklahoma, Mississippi, Alabama, and West Virginia. All of the others have redeeming characteristics about them, especially in their urban areas.

Parks/greenery: North Carolina, Virginia, Tennessee, Florida (lots of tropical beauty. Underrated, IMO)

History: Virginia, South Carolina, Louisiana

Scenery/Topography: North Carolina, Virginia

Education: North Carolina, Virginia

Weather: For me North Carolina, Virginia, Tennessee, Florida

Sports: Florida, Texas

COL: Mississippi, Louisiana, Alabama

QOL: North Carolina, Virginia, Texas

Things to do: Florida, Texas

Infrastructure: Florida, Texas
