For Miami I think they should just annex many of the zip codes west of the city that already have the Miami address. Same with Orlando, and Tampa. All of winch are disproportionately small to their metro populations.

I live in Santa Monica, and it is weird that we're literally surrounded by L.A.

Houston, TX: Annexes Pasadena (153,784 people)

Rationale: It adds the most people and, unlike The Woodlands, is incorporated. Other decent options though would fill some of the Houston enclaves.
For Houston I think the City and county should just go ahead and consolidate. The unincorporated population is set to surpass the population of the City by 2020. It's time the City and county consolidate and work on slowing sprawl and returning some of the developments at risk to flooding back to prairie.

The land area would be massive but who cares. If the City already provides services to these residents they are defacto city residents anyway.

Jersey City: Annex New York City

More reasonably, annex Hoboken. Total land area: 16.1 sq mi, population: 319,500
Or, just incorporate all of Hudson County into a single municipality of 46 sq miles and 680,000 people.
