The title is pretty self-explanatory. Everyone knows cities like LA or Atlanta have terrible traffic. What are some cities with bad traffic and congestion issues that don't really get talked about?
All of them. Where is there not terrible traffic if there are jobs and housing?
I mean, to use my city as an example, I would not describe Columbus traffic as terrible at all for a metro of 2 million people. Sure, rush hour isn't pleasant and certain exits get backed up but it's still mild to pretty average.
I was surprised at how bad traffic is in and around downtown Madison Wisconsin is during rush hour but it makes sense when you look at the city on a map. Downtown sits between two lakes on a strip of land that's only a few blocks wide. To get from one side of town to the other, you either have to squeeze through that little strip of land or drive all the way around one of the lakes.

Madison is beautiful and so much fun but I found the lack of ubers downtown to be awful. It was nearly impossible to get back to my hotel after a UW football game an this was on a Saturday night. It does have a really interesting geography.

Tampa is definitely one and read once if I recall that it was among the very worst in the nation for average commute time.
Although I do think Honolulu is relatively well known for its congestion, it might not be as well known as it should. For a metro of just one million it's pretty terrible.
The split-level design of I-35 in Austin is one of the most idiotic I've ever seen. All it does is create merge hell where the splits come back together.
