Los Angeles: I would take out the San Fernando Valley and annex Beverly Hills, Culver City, Santa Monica, Ladera Heights, West Hollywood, and Inglewood. DTLA would be where the current Mid-City neighborhood is located.

The only way it could happen is if Washington DC joins Virginia. In other words, 0.00000000000000001% chance in the next century.

Los Angeles should annex every single city in LA County south of Santa Clarita and west of San Dimas, plus all of Orange County, creating America's largest city, population 13-ish million.
