The answer would depend on your ethnicity, age and interests. Most large cities with a lot of transplants should good for people of any background though. The Northeast and West Coast might be somewhat better if you're over 30.
You're wrong about New Yorkers. I found it very easy to talk to strangers there and get involved in social scenes. I can only speak for Manhattan and parts of Brooklyn. People in the ethnic (including white ethnic) enclaves of Queens or Brooklyn may be more cliquish.
