How about an Ohio - Missouri connection?

The state racial demographics are nearly identical (80% white, 12% AA, 4% hispanic)

Both states are anchored by similarly sized metros at opposite ends of the state (KC & STL vs CIN & CLE).

Both solidly midwestern states with strong southern influence.

Similar forest terrain in the southeastern portions of each state.

I feel like people are forgetting not all New England states border each other. Like Maine and Massachusetts and Vermont and Maine. RI and NH should all be up there.

Parts of extreme northeast TN actually serve as a retail hub for some parts of extreme southern WV, and are also the closest place for WV to have some level of medical services.

To me, anything west of Nashville has much more in common with Alabama and Mississippi than most of the rest of Tennessee.
