When it comes to (tobacco) smoking laws, Miami is one of the most permissive cities in the country.

You can smoke inside nightclubs and bars here. This surprises a lot of people, not only from elsewhere in America but Europe AND Latin America as well.

New Orleans, a couple years back, enacted laws criminalizing smoking in bars and nightclubs, Miami has yet to do so.

As I understand FL's smoking ban, it can only be allowed in bars in that state if food sales are 10% or less. And I'm sure Miami has some bars by now(yes even ones not serving food), that are voluntarily no smoking. Honestly(as someone who lives in Illinois), I wish you could find more than just the rare 'smokeasy' dive bar that looks the other way on IL's smoking ban. Yes fine I am a social smoker, but last I checked there should be a limited number of bars you should be able to smoke at.

I definitely am sure that in Indiana(a state that hasn't forbidden smoking in bars), that there are numerous bars there that could legally allow smoking inside, but voluntarily don't.

Just about every bar I've been to in Miami allows smoking. Not only allows it, but when you leave, your clothes will smell as if you're a smoker.

The last place that I distinctly remember that allows smoking and food was Blue Martini Lounge :https://www.yelp.com/biz/blue-martini-lounge-miami, but I have no idea what their ratio of food to liquor sales is.

Now, personally I would leave all smoking bans up to the state.
