How familiar are you with Huntsville, AL? I see it on your list. Huntsville had a mixed bag of schools like many cities. However, Madison next door has universally good schools. Huntsville/Madison fits the majority of the things you list. Educated population, reasonable cost of living, very green, very hilly, Costco, awesome craft beer scene for a city its size. Given that it is 3 hours from Montgomery, it would definitely be worth coming up for a weekend.

Knoxville, Lexington (KY), Louisville, and Cincinnati all have good schools in affordable places, a Costco, and hilliness in their metro areas.
