Medford, OR could possibly work. Decent climate, gardening, an okay amount of sun, a small airport, homes are available in that price range. A few hours to the coast, though.

Check out Fallbrook, Murietta or Temecula (North San Diego/southern Riverside Counties). Big retiree area, awesome gardening areas).
