Weather: doesn't matter too much but should not be rainy/grey all the time (drove me nuts in England).
Jobs? I had a BS in Bio, but don't like the field.
Public Transport: don't know how to drive, so prefer good public transport

I think Chicago is probably your best with lots of great neighborhoods where rent is $850-$900 a month for a nice one bedroom apartment and there's excellent transit options along with walk/bike friendliness. The job aspect would depend upon what you have in mind. Do you have any particular direction you're looking to go in?

What kind of jobs are you looking for? What is your rental/housing budget? Other cities that may work are Cleveland, Pittsburgh, Buffalo and perhaps even near the QLine in Detroit along Woodward.
