After months of searching, I'm having great difficulty finding exactly what I'm looking. I'm asking for your suggestions of the locations you know of (or that you can find, if you enjoy doing research) that come closest to these specs. Answers need not be based on the maps I have included, these are just what I've been using so far and I thought it would make this post more interesting to include them. I'm sure the maps aren't perfect and will take under advisement any first hand testaments supporting or denying the maps.

Small town/country or rural feel, with no or light traffic,

Within no more of an HOUR of a major city with:
Excellent health care
Higher ed facilities (colleges/universities)
Other big-city amenities such as Whole Foods or Trader Joe's, zoo, aquarium, skating rink, impressive libraries, museums, observatory....
Low crime, or at least affordable low-crime areas.
In a state that joined the Healthcare market place, or which has it's own (any dark blue state on this map will do).

On a retirement budget (turn key stick-built house with 1 or more acres for under $100,000)...
Low property taxes or sufficient exemptions for retirees or owner occupants in general.
Overall a lower cost of living than average (groceries, sales tax, utilities).



Near a lake with public swimming and hiking trails OR near a coastal beach...

With average relative humidity of 55% or less (strongly prefer LESS)

With a low risk of natural disasters, or at least only at risk of ONE type of natural disaster (Little Rock is pretty close to meeting my specs, yet they are at risk of tornadoes, earth quakes AND flooding), and NOT in an area prone to flooding. That has an average cloudiness rank of 7 or lower on this map.

South-central Indiana from around Bloomington (home of Indiana University) northward toward Indianapolis seems like a match.

Northfield area, Minnesota. Less than an hour to the Twin Cities. 2 liberal arts colleges in town, a dozen or so universities in the TC metro area. Rivers and lakes close by. Excellent public resources.

Right on the border of your cloudiness and humidity thresholds.

The 100,000 house that's turnkey and an acre? That may be tough (depending on your definition of 'turnkey').

The small/tiny towns in counties surrounding Columbus OH (Madison, Union, Deleware) would all fit the bill as well.

Shepherdstown WV in that state's Eastern Panhandle appears to fit or comes very close to the criteria and I it even has rail access to Washington DC.

And check out smaller communities around Morgantown, WV.

First thought was Minnesota. Find someplace an hour outside of Minneapolis, and you'd still have access to the suburbs and even the city. It meets all of your criteria - you may have to move 1.5-2 hours out to approach your price, but that's a small price to pay for ticking all of your other boxes.
