I say the South because Northeasterners would seem mean to Midwesterners. While very different from each other the Midwest and South share a friendliness that you generally won't find in the Northeast.
Most midwesterners would fit in quite well even here in Canada (and vice versa),
in fact if they didn't mention where they're from, most Canadians wouldn't
give them a second look.
Same with Northeast US, they would fit in nicely, maybe they would
have to learn to be a bit more aggressive, that's it.
The South ....that's a whole other ball game, more different culturally,
and not to mention a much different accent too.
I grew up in St. Louis and live in Chicago and feel completely at home in the Northeast (and even Canada), while the South feels like another country. I feel like I should have a passport when I go to Louisiana or Texas.
Well sure, if you move from Chicago to cut n shoot, Texas or shongaloo, Louisiana.

Overall, I'd probably go with the northeast, but it depends which part of the Midwest. States like Michigan, Illinois, Ohio, Minnesota, and Wisconsin would fit in well in Pennsylvania, New York, and other NE states.
Areas of Indiana, Missouri, Iowa, Kansas, and Nebraska would probably fit better in the south.
??? You asked for opinions and the reasons behind them. Now you want to question the opinions? It's not like anyone can provide facts to back these opinions up, lol.
*I* would prefer to move to the Northeast and I prefer visiting the Northeast, prefer the weather, prefer the urban environments, find the small towns more charming. But I'm sure if you sent me to live in Atlanta I'd get by just fine. If you put me in a small town/small city in the south, I'd lose my freaking mind. I lived in a small borderline southern city for a time and I DID lose my freaking mind. Hated it.
I feel the answer is the Northeast for one reason: No matter what part of the Midwest you're from - upper or lower, rural or urban, there's a culturally analogous part of the Northeast. The same can't be said for the South.
