I have been blessed with awesome coworkers in my current city, they also make for some decent friends but outside of that I find that making friends with locals in their 20s is somewhat difficult.

Now I know it can be somewhat tricky to make friends with people in their 20s once you're out of a college setting because the forced interaction is not there but I was wondering what cities in the US have a cultural atmosphere to where it is easy for someone in their 20s to make friends with others in their 20s.

I am guessing that the cliquishness and old money attitudes that exist in cities where frat boys and sorority girls move to shortly after college (Dallas and Kansas City) would make it tough for anyone not in that crowd to make a lot of friends.

What cities offer the best avenues for a male in his 20s to expand his social life and make friends with lots of other people in their 20s?

Not true at all. It's actually quite easy to make friends in places that receive a lot of transplants (Dallas). The job market is very diverse here so not everyone here is like the SMU/Highland Park stereotype.
