Tacoma.
Lot's going on here. Large artistic presence/ entrepreneur culture. Mid sized city, in a large metro. But not nearly as large as LA. Also the weather is subjectively shttier than LA.
Transit is good by U.S. standards, constantly improving. Funky city, with unique, inexpensive venues/ spaces. Different districts with their own personality. Diversity. And one of the most beautiful cities in the world. Mt. Rainier, Puget sound, rainforests, hills, beaches. Very inspiring place. Home of Dale Chihuly, who has invested quite a bit into the city. Glass blowing is big here but so are most other types of art. You're also close to Seattle. Worth a look I think.

Similar to LA in what way? Look into Albuquerque or Sante Fe, NM.
