The whole city isn't ghetto, there are very liveable areas right by mass transit for cheap.

If you can afford it: Vancouver, WA (hear they've got a HUGE Russian community. Also, Washington has no income tax while nearby Oregon has no sales tax.)

All are fine on this list EXCEPT NOT BARSTOW, CA! Very high crime rate, drugs, gangs, homeless, very few jobs, in the middle of the desert, so very, VERY hot weather. It's a town in decline, just NO!

Maybe the suburbs of Dayton, Ohio, not in Dayton, but near. There are jobs, suburbs are clean & safe, low costs on renting or buying a home. Winters can be cold, but nothing like Russia.
