I know it is not the US, but Vancouver Canada has all the cloudy / rainy days one could ever wish for. I was traumatized for life

Yes, it's a fine line, and things also change over time. My wife spent 15 miserable years in the Netherlands, and never wanted to see rain again. 17 years later, she has light sensitivity and I constantly find her working on her computer in a dark room. I wonder what 17 more years will bring.

If you're sun sensitive, the NW might not be all that great (unless you live RIGHT along the coast) because it's actually pretty sunny for long stretches in the summer.

Probably anywhere east of the Plains would be be better.
