I would think that a city with a university presence would be more liberal, overall. I will clarify that not all universities are liberal, but most are.
Not in all cases, but, generally, the higher the percentage of blacks in a city, the more Democrats there are. The higher the percentage of whites in a city, the more Republicans there are.

Looking at the election results for the 2016 presidential race might not agree with that. I am not saying this is a clear indication, but it does make for an interesting discussion.
Look at Florida - Clinton won Dade County, Broward County, Orange County, Hillsborough County and Leon county. That would suggest she won Miami, Ft. Lauderdale, Orlando, Tampa and Tallahassee.
Look at Georgia, Clinton won Faulton County, Gwinnett County, Dekalb County and Clayton County. That would suggest she won Atlanta.

I wonder if there are any majority black cities that voted for Republicsn canidates, Donald Trump, Mitt Romney, John McCain, George W Bush, Bob Dole or George H.W. Bush in the last 7 Presidential elections, since 1992?

Huh? Not even close. What Southern city is conservative? Only the rural areas are, it just happens to be that down there more of the population lives out there. On really any election map you can see where the cities and urban counties are as bright blue dots in an overall red state. Dallas, Houston, Atlanta, New Orleans, Memphis, San Antonio... all overwhelminy liberal and democratic.

Most Blacks may vote democratic, but they're mostly socially conservative (but fiscally liberal), so that is a pointless strawman that you're bringing up, since that has nothing to do with whether or not a city is liberal or conservative. Last time I checked, there's quite a few liberal cities (that are both socially and fiscally liberal) such as San Francisco, Seattle, Boulder, or Portland that are liberal and do not have large black populations.
