Speaking in regards to a significant history & activities. This should be a fresh question in regards to those who research and/or study Organized Crime in the U.S.

I mean, if you consider street gangs "organized crime" then I would definitely have to say Los Angeles. That city gave birth to the Bloods and the Crips. Gang life has been a huge part of the black culture there. But if you're referring to actual organized crime such as the mafia, then I'm not quite sure.

Somewhat. Organized Crime element varies in different sets of Crips/Bloods/Hoovers/Pirus. Also Chicago gangs have/had more structure and longevity than LA black gangs.

I'd add DC to that list, probably above Memphis and St. Louis, and arguably above New Orleans.
