1. Strongly prefer warm weather, I have lived in the cold for too long and would like nice weather mostly year-round

2. Little to No Crime- Cant stand it, Dont want my wallet stolen by thugs.

3. Getting an Associates Degree in Computer Technology, would need a job to sustain myself, anything in this area goes.

4. Transportation, I do not plan on getting a drivers, license so I need something with good rail or buses, strongly prefer being near an airport in case I ever need to travel out of state

I would be moving in 2 years.

1 + 4 = problems...or California, I suppose. Depends on how much crime tolerance you'd have in a place like SF

Arlington, VA

Dallas, TX

Denver, CO

...are good ones but crime rate is moderate to semi-low. It's tough to find cities on your list that have good mass transit with warm weather and low crime.

3 and 4 are the ones I would consider critical, I will probably be living alone or with roommates, I am 19 now so I have some time to consider it.

What do you consider near an airport? You might wantto consider some of the southern college towns like Athens, Georgia or Gainesville, FL. Neither is super clsoe to an airport though.

Those cities have plenty safe areas. Nothing to worry about unless you're specifically in a rough neighborhood.
