Are you referring to the city proper or to the metro area in terms of under 200,000 people? Perhaps look into similarly sized areas in MN, WI, MI and upstate NY.

For instance, a company like this: https://www.itt.com/Careers/ has a facility with openings in Seneca Falls. You would also be close to this shopping center just outside of Waterloo: Welcome To Waterloo Premium Outlets® - A Shopping Center In Waterloo, NY - A Simon Property

Or even this casino/resort: https://dellagoresort.com

All are in the same county, but you also have some small towns/cities nearby that may work as well(Auburn, Geneva, Newark, Canandaigua, etc.).

Binghamton NY area (upstate) has all you are looking for. Even minimum wage is $9.70/hr.

You might have to look more at warehouse work over manufacturing. You didn't exactly state what "factory trade" means.

Population in the Greater Binghamton NY area is about 165k.

Our mortgage is Cheap, apartment rental is about what you are looking for or LESS.

Crime is fairly ok, mostly caused by NYC transplants or day trippers. It would be "stable". A shooting or stabbing gets lots of news coverage as it's unusual.

The people are as friendly as any other.

We have a 2 year college and a university. We have many "culture" things... collegiate sports and jr league baseball and hockey teams. We have the Forum, Anderson Center and County Arena for concerts and productions... including off Broadway.

Check it out online at gobroomecounty.com or just Google it and follow links.

Best of luck In your search.

Check out Rochester, Minnesota

It has a very low 2.8% unemployment rate, a current minimum wage of $9.50 an hour and discussion under way to attempt to raise to $15 an hour or at least something higher due to difficulty in finding enough people to fill jobs in certain occupations which could work out well for you. Desirable apartments can be found in the $500-$700 a month range and it's among the safest cities in the US. Minnesota is also quite possibly the friendliest state in terms of reputation.

Also Dick's clothing and sporting goods is opening a new huge warehouse distribution center in Conklin, southeast side of the greater Binghamton area.

There's plenty of jobs of all kinds.....go to Indeed.com, fill in your resume, and LQQK...we have all manner of jobs, there should be something they can do.

NY is also leaning to the $15/ hr minimum wage and I believe they could find better than minimum if they look, I did.

I'm disabled and get around with a cane, but I found one in just a month and a half after looking. And I haven't worked in a few years. I also limited in what I can physically do.

So I'm sure someone who can "occasionally lift up to 50#" can do well

It's also right up the highway from their Georgia Location.
I wish them the best of luck wherever they choose to go.

Minnesota's great! I'd also recommend Saint Cloud, right in the middle of the state.
