Aren't most of them like this? I mean state colleges by themselves are like small towns. I can't imagine a college neighborhood in a city feeling like a small town culturally but I can if we are talking about amenities, but then again, which college neighborhood doesn't have these things?

Yes, the University District in Seattle definitely applies - although it would be a particularly urban college town (akin more to Berkeley or Ann Arbor than Eugene or Gainsville).

University Park/Highland Park kind of function as a college town in Dallas around SMU. Very nice area.
