Verizon, known good
Grocery store, Store Info | Big M Supermarkets (note in the "suburb" of Osceola)

Typical, 3 bd 1 ba detached garage 0.39 ac lot size 1,140 sq ft $62,500.

7 miles off interstate highway, 1/2 hour to gentrified Corning NY with a Wegmans, 40 min to mall and box stores (Big Flats/Horseheads NY) and regional airport.

Really cheap. I remember when someone was asking about buying a house with some land in NY or PA. One member posted listings. One was a 100 acre farm with house and barn. The price was so low, I was amazed. It was something like $150,000.

Note this is an hour drive to nearest mall (State College, PA)
Nearest Apple store, Lancaster PA, 114 miles (2.5 to 3 hours)
Next nearest, Rochester NY, 118 miles locator says. Probably not far by helicopter.

Quaint, it ain't. But you did say "cheapest."
It has a liquor store, gas/service station, dollar store, and a bar. What else do you need?

Wellsboro has a "cutesy" reputation, and schools are considered better, so it has a price premium over other Tioga County, PA communities. The cheapest homes in Wellsboro zip are actually in the old coal patch of Antrim, miles out of town and services. Mansfield is affected by the college. Blossburg would be similar cost-wise to Elkland though it's a little denser, closer to the more typical PA pattern than Elkland which is more on the upstate NY/NE Ohio town plan. Knoxville and Westfield would be like Elkland but more so, that much further out two-lane Route 49 from any opportunities.
