Asheville, NC meets just about all your requirements. The area has the mildest summers of any metropolitan area in the South, and winters are not overly harsh. It's a very quirky, artistic place with a great culinary scene and plenty of outdoor amenities for hiking, water sports, etc. The immediate area tends to be liberal although North Carolina is slightly right of center as a whole. By the standards of smaller metros in the South, the cost of living is higher than average, but it's still very reasonable compared to popular areas of the West and Northeast. The most salient features of Asheville are its natural beauty, abundance of culture, and relaxed, non-conformist atmosphere.

Chattanooga and Knoxville in TN and Greenville in SC have some of the same qualities - but they are far more conservative than Asheville and being at lower elevations have more of the typical warm, humid summer conditions of this region.

I love Duluth. I have told my husband many times I want Duluth in a warmer climate.

Chapel Hill NC but they have a hot summer, Knoxville TN could work but it is not that liberal.
