Ultimately, you already know that " the perfect city" doesn't exist.
If you are willing to move cross country, take a look at Binghamton NY.

It has all 4 seasons, not too hot in summer, though in February the temps can get down to around zero, but get through it and March and spring is around the corner.

A very nice 3/1 house can be bought for $100k, so if you make your current salary, a house would be only 3 times earnings, which is what financial advisers advise.

There are plenty of places to groom dogs, and plenty if veterinarian outlets.

The economy is stable, has been for years and years.

We have a university and a college. We have three hospitals.

We have cultural events, an arena, a Forum, the Anderson Performing Arts Center at Binghamton University. We get Off-Broadway shows frequently. First Friday arts festival is common and in summer there is plenty going on. Winter brings Christmas festival s. If you haven't been here, you'll find lots of new venues to explore.

We do have a "gray cloud" that sets in for the winter, but anywhere north is going to have that for 3 months of winter.

The economy is stable, though minimum wage based. But If you have skills with animals, you should make above that easily. People here can pamper pets or hire dog walkers just as well as anywhere.

Out side the city is LOTs of country livin, farms for farm to table eating, many local venues for dinner, as well as some of the typical chains.

You say you aren't so " Google tech". Just Google anything, Google Earth your street locations for houses you Google in Trulia, realtor.com and the like. Google ant store chain or Google " diners" " local restaurants", etc and you'll get the hang of it.

Gobroomecounty.com is one place to look. Binghamton is the county seat and so has all the necessary county give access as well as state and federal government offices. Next door in Tioga county, owego is the county seat but much much Smaller.

Give it a look.

I would think Milwaukee, WI would fit the rest of the criteria if you're willing to settle for something not as big as Portland.
