If you don't include the Pacific Northwest, then definitley Seattle and Portland. Then probably South Florida in particular Miami and Fort Lauderdale which is filled with Northeast transplants anyway, then Las Vegas, Denver and Phoenix which are filled with California transplants.

To a lesser extent, the city of New Orleans too.
